Winnebago County IL Court Records Search

Independent website notice: Public-Court-Records.us is an independent educational website. It is not the Winnebago County Circuit Clerk, the 17th Judicial Circuit Court, the Illinois Courts, Justice Systems Inc., PACER, or any government agency. This guide explains how to locate and request public court information. It does not provide legal advice, background reports, or guaranteed access to confidential, sealed, expunged, or restricted records.

Winnebago County IL Court Records: the search system is local, not a generic Illinois database

Winnebago County court cases are maintained by the Winnebago County Clerk of the Circuit Court for Illinois’ 17th Judicial Circuit. For ordinary county trial-court case lookup, the Clerk currently directs the public to its FullCourt Enterprise (FCE) public portal hosted through Justice Systems Inc.

The important distinction is that the Circuit Clerk is the record custodian, while FullCourt Enterprise is the authorized online search platform. Illinois’ re:SearchIL system has a different role, particularly for reviewing-court documents, so a Winnebago County trial case should not automatically be routed to re:SearchIL.

County system checked: August 30, 2026 17th Judicial Circuit Current portal: FullCourt Enterprise Circuit Clerk: Thomas A. Klein

Which system should you search?

Do not begin by entering a person’s name into the first court website you find. First determine whether the matter is a Winnebago County circuit-court case, an Illinois appeal, a federal case, or a custody/jail matter.

What you need Correct source Important local distinction
Winnebago County civil lawsuit Winnebago Circuit Clerk / FCE Search Civil Case or Case Search → By Party.

Winnebago Court Record Route Finder

Choose the record you need

This tool does not search names or collect personal information. It only identifies the correct official route.

Use FullCourt Enterprise → Searches → Case Search → By Party.

Begin with the party’s name and avoid unnecessary sensitive identifiers. The Clerk’s own FCE guide says entering more information makes results more specific, while truncating a name can broaden results.

Open Winnebago County FCE Public Access

Use FullCourt Enterprise → Cases.

Select the appropriate Civil or Criminal case type and enter the complete case number. Winnebago County case numbers follow a year–case type–sequence pattern such as 2013-TR-099999.

Use FCE → Searches → Citation Search.

Enter the citation/ticket number on the official portal. Search results can lead to Charge Detail or the related Case Information page.

Use the FCE calendar or current Circuit Clerk dockets.

FCE provides daily and weekly calendar tools. The Circuit Clerk also publishes civil/criminal docket schedules and states that those dockets are updated daily at 3:00 p.m.

Use the Circuit Clerk Document Request service or Records Division.

Identify the case number and exact document before ordering. The online request form asks whether the requested documents should be certified.

Open Official Document Request Form

Use Illinois reviewing-court resources.

Winnebago County appeals currently go to the Illinois Appellate Court, Fourth District. Public reviewing-court documents filed under the current statewide remote-access program may be available through re:SearchIL.

Use PACER.

Winnebago County is part of the Northern District of Illinois Western Division. The federal courthouse is in Rockford at 327 S. Church Street.

Search the online index first, then contact Records Division.

Save the case number, approximate filing year, party name, and document needed. Ask whether the record is electronic, paper, archived, or otherwise unavailable through the public web portal.

The official Winnebago County online portal is FullCourt Enterprise

The Circuit Clerk currently identifies Justice Systems Inc. as its case-management vendor and directly links the public to FullCourt Enterprise for online court-record access.

Custodian vs platform:
Winnebago County Clerk of the Circuit Court = official record custodian.
Justice Systems / FullCourt Enterprise = authorized public search technology.

The FCE login screen itself warns that recent entries made in court offices may not immediately appear online. That matters when checking a case shortly after a hearing, filing, payment, or disposition.

How to search Winnebago County court records by party name

The Circuit Clerk still links its official FullCourt Enterprise Public User’s Guide. The guide was originally issued in 2010, so visual styling may differ from the current portal, but the Clerk continues to use it to explain the FCE search workflow.

Do not send SSNs, driver’s-license numbers, full dates of birth, or other sensitive identifiers to Public-Court-Records.us. If you elect to use information requested by an official portal, enter it only on the authorized government-linked system and only when necessary.

The FCE result list is paginated

The official user guide states that a Search Results box displays up to 10 results at a time. When more results exist, navigation arrows appear beside the result count so users can move through additional pages.

Common-name strategy: do not stop after the first matching name. Browse all relevant result pages and verify the case number, filing year, case type, and party role before assuming that a record belongs to a specific person.

Winnebago County case numbers have a local format

The Circuit Clerk explains that a Winnebago County case number consists of a year, case type, and number.

YearExample: 2013
Case categoryExample: TR
SequenceExample: 099999
Complete file number2013-TR-099999

The FCE guide instructs users searching directly by case number to enter the full four-digit year, case type, and case-type number.

How to search a known case number

  1. Open FCE.
  2. Select Cases from the top navigation.
  3. Choose the appropriate Civil or Criminal case route.
  4. Enter the complete four-digit filing year.
  5. Enter the correct case-type code.
  6. Enter the sequence/case number.
  7. Select Retrieve.
  8. Confirm the parties and court information before relying on the file.

Winnebago County case-type codes actually tell you something useful

The Clerk publishes current Illinois case categories. These codes are useful when reading a case number or deciding whether you found the correct file.

Code Case category What it generally identifies
AR Arbitration Cases assigned to mandatory arbitration under applicable Illinois rules.
CH Chancery Equitable-relief matters such as certain contract, trust, or real-property-title actions.
EV Eviction Residential/commercial eviction or ejectment proceedings.
FC Foreclosure Residential or commercial foreclosure proceedings.
GR Guardianship Guardianship proceedings under the Probate Act.
LA Law Certain tort, contract, and other actions seeking more than $50,000.
LM Law Magistrate Certain tort/contract actions seeking $50,000 or less, subject to small-claim classification rules.
MR Miscellaneous Remedy Various proceedings including certain administrative reviews, name changes, demolition, and similar remedies.
OP Order of Protection Orders of protection and specified related protective-order proceedings.
PR Probate Estates of decedents and missing persons.
SC Small Claim Qualifying tort/contract money actions not exceeding $10,000, excluding interest and costs.
DC Dissolution with Children Marriage/civil-union dissolution and related proceedings where minor children exist at filing.
DN Dissolution No Children Dissolution/legal-separation-type proceedings without minor children at filing.
FA Family Parent-child relationship, child-support, and other designated family matters.
JA / JD / JV Juvenile categories Different juvenile abuse/neglect, delinquency, and other juvenile proceedings. Access can be restricted.
Do not use a case code as proof of an outcome. The code tells you the category assigned to the file. It does not tell you whether allegations were proven, a charge was dismissed, a judgment was satisfied, or an appeal changed the result.

What you can inspect on the FCE case pages

The Circuit Clerk’s official FCE guide separates criminal and civil Case Information pages.

Criminal Case Information

The guide identifies navigation for:

  • Hearings
  • Charge Summary
  • ROA / Record of Action

The ROA is described by the Clerk’s guide as the docket-entry history.

Civil Case Information

The guide identifies navigation for:

  • Civil Hearings
  • Judgment/Order Summary
  • ROA / Record of Action

Selecting a litigant can expose additional permitted party details and links to Party Detail.

Party Detail is not the same as Case Information

The FCE Party Detail page can include a person’s case history, citation history, and an estimated balance due where applicable. A Case Information page is tied to one particular court file.

Better verification method: when a name search produces multiple cases, open the individual case number rather than assuming every item on a Party Detail page refers to the same real-world person you intended to find.

Docket decoder: how to avoid over-reading a Winnebago case

Record field What it means What it does not prove
ROA / Record of Action Chronological court docket entries. That every referenced filing is remotely viewable as a document image.
Charge Summary Charges recorded in a criminal matter. That the defendant was convicted of every listed charge.
Judgment / Order Summary Orders or judgments entered in a civil matter. That a money judgment remains unpaid today.
Hearing A scheduled or recorded court appearance. That the hearing occurred exactly as originally scheduled.
Case status Administrative status displayed by the case-management system. The legal effect of every order in the file.
Filing ≠ proof. A complaint, petition, criminal charge, citation, motion, or lawsuit records an allegation or procedural act. It does not by itself establish that the allegation is true.

Arrest, charge, court case, and custody are separate records

A Winnebago County criminal court file should not be treated as a jail-status report.

Need Correct source
Current custody Winnebago County Sheriff / jail system
Booking information Sheriff / jail
Criminal court case Circuit Clerk / FCE
Court date Circuit Clerk / current court calendar
Charge disposition Circuit Clerk court record
Illinois prison custody Illinois Department of Corrections

Search a Winnebago County traffic citation by ticket number

FullCourt Enterprise has a dedicated Citation Search, so a traffic ticket does not need to be searched only by party name.

  1. Open FCE.
  2. Select Searches.
  3. Select Citation Search.
  4. Enter the citation/ticket number exactly as requested by the official portal.
  5. Select Search.
  6. Review the returned citation information.
  7. Select the citation number for Charge Detail when available.
  8. Select the associated case number for the Case Information page.
  9. Check the current court date and disposition rather than relying on the original ticket alone.

How to find a current Winnebago County court date

Winnebago provides two useful calendar paths: the FCE calendar functions and Clerk-published docket schedules.

FCE daily calendar

  1. Open FullCourt Enterprise.
  2. Select Scheduling.
  3. Select Court Calendar.
  4. Enter the date.
  5. Enter Court Hours—the official guide identifies date and court hours as required fields.
  6. Optionally narrow by docket type, courtroom, judge, attorney, or other displayed filters.
  7. Select Retrieve.
  8. Open the applicable docket type or time slot.
  9. Use the Hearing List to navigate to the relevant case.

The official FCE guide says calendar results only display cases scheduled for a pending hearing date; after the court appearance, cases are removed from that calendar view.

Weekly calendar

FCE also includes Scheduling → Weekly Court Calendar. The official guide allows searches by date and courtroom and provides options to view an entire day, part of a day, or a specific time block.

Do not save an old calendar result and assume it remains current. Court dates, courtroom assignments, and hearing methods can change. Recheck the live case or current docket before an appearance.

Circuit Clerk docket schedules

The Clerk’s separate Dockets page states that dockets are updated daily at 3:00 p.m. and provides current-day and next-day schedules for multiple civil courtrooms.

Remote hearings: Winnebago courtrooms use Zoom

The current 17th Judicial Circuit local rules state that Winnebago County and Boone County courtrooms are equipped for remote hearings through Zoom. Many appearances can be remote without advance approval, but specific proceedings and individual judges can require in-person attendance.

Do not assume that every hearing is remote merely because a Zoom system exists. The current judge’s direction controls.

Do not republish private meeting credentials. Use the meeting information supplied by the court for your own case and follow the current notice or judge’s instructions.

Need an actual document? The Circuit Clerk has a dedicated Document Request workflow

The online case system and the document-order system serve different purposes. A docket entry may tell you that an order or filing exists without giving you the certified copy needed for formal use.

  1. Find the case first.
  2. Write down the complete case number.
  3. Identify the specific document. For example: judgment, sentencing order, dissolution judgment, docket sheet, or a specific filing date.
  4. Open the Circuit Clerk Document Requests page.
  5. Enter the requester’s contact information.
  6. Enter the litigant/case information requested by the official form.
  7. Describe the exact document requested.
  8. Answer whether certification is required.
  9. Submit the request.
  10. Wait for the Clerk’s email showing the amount owed and document identification number.
  11. Use the Clerk’s payment-processing route with that document identification number.
  12. Retain the payment confirmation.

Current Winnebago County document-copy charges

The Clerk’s live Document Request page currently publishes the following copy pricing:

Copy service Current published charge Practical note
First page $2.00 Applies to the first page for civil/criminal documents requested by case number.
Pages 2–20 $0.50 per page Current Document Request pricing.
Additional pages $0.25 per page Applies after the first 20 pages under the currently published request instructions.
Certified / sealed page $6.00 per certified/sealed page Verify total certification cost with the Clerk before ordering a large certified record.

Document-request pricing checked: August 30, 2026. The Circuit Clerk separately publishes a filing-fee schedule currently labeled effective July 20, 2026. Always confirm the final amount in the Clerk’s response because the type and size of the requested record can affect the total.

How quickly does the online request process say documents are delivered?

The Clerk’s current Document Request page says that after payment, the requester should receive the document within approximately four business hours. Certified documents are mailed rather than delivered only electronically.

Do not treat that as a guaranteed deadline for every request. Large files, older records, unusual requests, mailing time, or records requiring staff retrieval may take longer. Use the Clerk’s actual confirmation for your request.

In-person records access: Room 101 matters

The Circuit Clerk’s current FAQ states that computers are available for public court-record viewing in the Records Division, Room 101.

The same FAQ directs users seeking copies in person to the Records Division or to the online Document Request service.

Winnebago County Courthouse: current arrival information

Winnebago County Courthouse

Main address:
400 West State Street
Rockford, IL 61101

Circuit Clerk: 815-319-4500

Clerk office hours: 8:00 a.m.–4:30 p.m.

Important 2026 entrance notice: the 17th Judicial Circuit currently identifies a temporary courthouse entrance at 403 Elm Street, Rockford, IL 61101, one block south of the normal entrance near Elm and Church, across from the Winnebago County Administration Building.

Check the court’s current website before traveling in case construction or entrance arrangements change.

Not every Winnebago proceeding occurs in the same building

The 17th Judicial Circuit currently operates different Rockford court facilities. This is one reason a case-search article should not simply give users the 400 West State Street courthouse address and stop there.

Facility Address Typical court use
Winnebago County Courthouse 400 W. State St., Rockford, IL 61101 Civil, criminal, traffic and Circuit Clerk functions across assigned courtrooms.
Criminal Justice Center 650 W. State St., Rockford, IL 61102 Criminal courtrooms.
Juvenile Justice Center 211 S. Court St., Rockford, IL 61101 Juvenile courtrooms and the Circuit Clerk’s juvenile-matter office for specified juvenile case types.
Local arrival tip: check your current hearing notice and case record for the assigned building and courtroom. Do not assume every Winnebago County matter is heard inside the main courthouse.

Juvenile records are not ordinary public name-search material

The Circuit Clerk’s current FAQ says juvenile background information is tightly restricted and that only attorneys of record and listed parties are given juvenile-case information through that procedure, with in-person identification required.

Do not attempt to bypass juvenile confidentiality. Do not republish children’s names, addresses, school information, medical information, or other sensitive juvenile details even if fragments appear somewhere online.

Family, divorce, and protective-order records need extra care

Winnebago County uses specific family case categories including DC for dissolution with children, DN for dissolution without children, and FA for other designated family proceedings.

An OP file identifies an Order of Protection category and can involve especially sensitive personal information.

For divorce research, distinguish:

  • the case index;
  • the docket / Record of Action;
  • individual motions and filings;
  • the final dissolution judgment/decree;
  • a certified copy of that judgment.

If an agency asks for a certified divorce judgment, an FCE result page or screenshot is not a substitute.

Probate and guardianship searches

Winnebago County currently identifies PR for probate and GR for guardianship cases.

PR — Probate

Used for estates of decedents and missing persons. When searching, verify the decedent or representative’s role rather than assuming every named person is an heir.

GR — Guardianship

Used for guardianship matters involving minors, persons with disabilities, or estates under applicable Illinois probate law. Some information can be sensitive or restricted.

Party roles matter when reading a result

Role General meaning
Plaintiff Party initiating a civil lawsuit.
Defendant Party against whom the civil claim or criminal prosecution is brought. The label alone does not establish liability or guilt.
Petitioner Party requesting relief in certain family, probate, protective-order, or other proceedings.
Respondent Party responding to a petition. The term is procedural and does not establish wrongdoing.
Decedent Deceased person whose estate is involved in a probate case.
Guardian / Ward Roles that can appear in guardianship matters; privacy restrictions may apply.

A civil judgment does not automatically tell you whether money is still owed

The FCE civil page can include a Judgment/Order Summary, but the existence of an old judgment does not by itself establish today’s unpaid balance.

Later activity can show:

  • satisfaction;
  • vacatur;
  • amendment;
  • appeal;
  • settlement-related filings;
  • post-judgment enforcement activity.

Always review later ROA entries before describing a judgment as currently unpaid.

Transcripts are a different record from the docket

The Circuit Clerk FAQ directs users seeking a transcript of what happened in court on a particular date to a Transcript Request form. It says the completed form should be returned to the Trial Court Administrator’s Office in Room 215.

Docket vs transcript: the ROA summarizes procedural events. A transcript is the written record of spoken court proceedings when a transcript can be produced from the official record.

Illinois appellate records: Winnebago County is now in the Fourth District

This is an important current fact because older Winnebago County opinions and older websites can still refer to the Second District.

Under Illinois’ judicial redistricting, the 17th Circuit—Boone and Winnebago Counties—is currently assigned to the Illinois Appellate Court, Fourth District.

Illinois Appellate Court — Fourth District

Address: 201 West Monroe Street, Springfield, Illinois

Phone: 217-782-2586

Current circuit assignment: 17th Circuit (Boone and Winnebago)

Do not mistake an older Second District citation for an error

Historical Winnebago County appeals may legitimately carry citations such as IL App (2d) because they were decided before the current district alignment. Newer Winnebago appeals are routed under the present Fourth District structure.

re:SearchIL is more important for appellate documents than for this county trial search

Illinois began free remote public access to eligible reviewing-court documents through re:SearchIL on May 1, 2025.

Under that program, non-confidential documents filed in Illinois Supreme Court and appellate cases on or after April 1, 2025 can be remotely accessible, subject to exclusions such as confidential material and the circuit-court record on appeal.

For this page’s primary intent: use Winnebago County FullCourt Enterprise for the county trial-court search. Use Illinois reviewing-court resources when you specifically need the appeal.

Federal court records for Winnebago County: Rockford is the correct division

Winnebago County lies within the Western Division of the U.S. District Court for the Northern District of Illinois.

The federal Western Division includes Winnebago together with Boone, Carroll, DeKalb, Jo Daviess, Lee, McHenry, Ogle, Stephenson, and Whiteside Counties.

Stanley J. Roszkowski U.S. Courthouse

Address: 327 South Church Street, Rockford, IL 61101

Federal district: Northern District of Illinois, Western Division

PACER workflow

  1. Open the official PACER website.
  2. Create or use your PACER account.
  3. If you know the matter is a Northern District of Illinois case, search that court.
  4. If the federal court is uncertain, use PACER Case Locator.
  5. Confirm the party, court, and case number.
  6. Open the actual docket.
  7. Check later docket entries before describing the outcome.
  8. Review PACER charges before opening large reports or many documents.
Federal ≠ county court. Do not search a federal civil or criminal case through Winnebago County FCE merely because the events occurred in Winnebago County.

Bankruptcy is federal too

Winnebago County is also within the Western Division of the U.S. Bankruptcy Court for the Northern District of Illinois. The Rockford bankruptcy court uses the federal courthouse at 327 South Church Street.

Bankruptcy records should be searched through PACER/federal bankruptcy systems rather than the Winnebago County civil docket.

Older or missing court records: use this retrieval sequence

The Clerk’s public portal is useful, but an online result is not a guarantee that every historical document image is remotely available.

  1. Estimate the filing year.
  2. Identify whether the case was civil, criminal, family, probate, juvenile, or traffic.
  3. Search FCE by party name.
  4. If you locate a result, save the full case number.
  5. Identify the exact missing document.
  6. Contact the Records Division at the Winnebago County Circuit Clerk.
  7. Ask whether the file is electronic, paper, archived, or stored outside the immediately accessible system.
  8. Ask whether staff can provide a plain or certified copy.
  9. Confirm the copy charge before ordering a large file.
Useful wording when calling: provide the case number first. Asking for “every record for John Smith” is less efficient and creates a greater risk of mixing unrelated people than asking for a known document in a known case.

Identity verification is mandatory before connecting a case to a person

  • Compare full name.
  • Check middle name or initial where visible.
  • Check suffix.
  • Confirm the case number.
  • Confirm filing year.
  • Confirm case category.
  • Confirm party role.
  • Confirm the court location.
  • Review attorney information where useful.
  • Do not make the identification if meaningful doubt remains.
Name collision warning: several people can share the same name. A matching name alone is not enough to claim that a particular person was involved in a Winnebago County court case.

What to do if FCE returns no result

  1. Check spelling. Search using less information if the original query was overly specific.
  2. Try name truncation. The Clerk’s FCE guide specifically says names may be truncated to increase results.
  3. Check whether you selected the correct case type.
  4. Use the complete case number if known.
  5. For a traffic matter, try Citation Search.
  6. Check additional result pages. FCE paginates party-search results.
  7. Allow for recent processing. FCE warns that recent court-office entries may not immediately display online.
  8. Consider restricted records. Juvenile, sealed, expunged, and other confidential information may not be publicly available.
  9. Check whether it is actually an appeal. Use Illinois reviewing-court resources.
  10. Check whether it is federal. Use PACER.
  11. Contact Records Division if a known Winnebago County case still cannot be located online.

What not to do with Winnebago County court records

  • Do not treat an accusation as a conviction.
  • Do not treat a docket entry as the entire case outcome.
  • Do not assume an online search contains every historical file.
  • Do not use a jail roster as a substitute for court disposition.
  • Do not use a court docket as proof of current custody.
  • Do not reconstruct sealed or expunged information.
  • Do not republish unnecessary dates of birth, addresses, account numbers, juvenile identities, victim information, or medical information.
  • Do not call Justice Systems the record custodian; it is the search-platform vendor.
  • Do not route ordinary Winnebago trial-court searches to PACER.
  • Do not route federal bankruptcy searches to the Circuit Clerk.

FCRA and background-screening limitation

Public-Court-Records.us is not a Consumer Reporting Agency and does not provide FCRA consumer reports. This article and information obtained through it should not be represented as an FCRA-compliant employment, tenant, credit, insurance, or similar eligibility screening product.

Even when a court record is public, responsible use requires accurate identity matching and current disposition review.

Official sources reviewed for this Winnebago County guide

Research verification date: August 30, 2026. The online portal, temporary courthouse entrance, docket schedules, fees, judicial assignments, and remote-hearing procedures can change. Verify time-sensitive information with the Circuit Clerk or court before relying on it.
